The work under this Contract consists of the reconstruction of an existing public road known as Pearl Street in the Town of Mattapoisett from County Road (Route 6) to Church Street. The total length of road is about 1,220-linear feet and will be constructed as specifically described in the Special Provisions of the Contract Documents.
The specific elements of the project involve the reclamation of approximately 1,220-linear feet of existing asphalt surface and construction of a new paved travel way consisting of two (2) 12 foot wide travel lanes on Pearl Street between County Road (Route 6) and Hammond Street and two (2) 11-foot between travel lanes between Hammond Street and Church Street complete with vertical granite curbing, cement concrete sidewalks, handicap ramps, driveway aprons, street tree removal, replacement tree plantings, shoulder loaming and seeding, and a new stormwater collection system consisting of collection system piping, manholes and catch basins on Pearl Street and the intersecting streets Tobey Lane, Hammond Street and Church Street.
The successful bidder will be required to pursue an expedited construction schedule in order to achieve completion by June 30, 2025.
The Contractor shall be responsible for all traffic management during construction which allows for safe traffic flow on the adjacent public travel ways including, but not necessarily limited to, temporary barriers, signing, temporary stop signs or portable traffic signals, etc. The Contractor shall prepare and submit for approval by the Engineer a plan detailing the proposed traffic management. All costs associated with traffic management shall be considered incidental to the various items of work.
Each Bidder must possess a copy of the "2022 Massachusetts Department of Transportation Standard Specifications for Highways and Bridges" in order to properly interpret the Contract Documents, prepare and submit bids, and understand contractual obligations.
An electronic copy of the bid documents, specifications and bid forms may be requested from Field Engineering Co., Inc. by e-mail at rcarvalho@fieldengrg.com and through the COMMBUYS website at http://www.commbuys.com.
All Bidders must be prequalified by the Massachusetts Department of Transportation - Highway Division with the class of work as, HIGHWAY-CONSTRUCTION, for the project with an estimated value of $1,433,834.00 in order to receive the official copy of the bidding documents. A copy of the plans and specifications is available for review at the Town Hall or at the office of Field Engineering Co., Inc., the Town's engineering consultant.
Bidders shall demonstrate that they have experience in working on projects of a similar or greater size and type to the proposed project. All bidders will be required to provide examples with references of a minimum of three (3) successfully completed projects within the Commonwealth of Massachusetts, of a similar size and scope within the past five (5) years. The Owner's decision or judgment on these matters will be final, conclusive, and binding.
An optional pre-bid meeting and site walk will be held at the Pearl Street/Tobey Lane intersection near House #39 Pearl Street on Monday, December 30, 2024 at 10:00 am.
Bids will be due at the Select Board Office at the Mattapoisett Town Hall on the day and time specified above and will be publicly opened and read at the Town Hall immediately following. Bids received after such time will not be accepted. Sealed envelopes containing bids must be clearly marked in accordance with the Bidding and Contract Requirements. Each Bid must be accompanied by a bid security consisting of a BID BOND, CASH, or, CERTIFIED CHECK issued by a responsible bank or trust company in the amount of 5% of the bid price.
A performance bond in an amount equal to 100 percent of the total amount of the contract price with a surety company qualified to do business in the Commonwealth of Massachusetts will be required for the faithful performance of the contract as well as a labor and materials bond in an amount equal to 100 percent of the total contract price.
All bids for this project are subject to applicable public bidding laws of Massachusetts, including G.L. c.30, S 39M, as amended.
Prevailing Wage Rates as determined by the Commissioner of Department of Labor and Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27G, as amended, apply to this project. Attention is directed to the minimum wage rates to be paid and the weekly payroll record submittal requirements.
Selection of the contractor will be based upon bidder qualifications, including evidence of past performance in similar projects, and bid price. The contract will be awarded to the bidder deemed by the awarding authority to be the lowest responsible and eligible bidder.
The bidder agrees that its bid shall be good and may not be withdrawn for a period of 60 days after the opening of the bids.

Town of Mattapoisett Opens Public Review Period for Revised Electricity Aggregation Plan
Mattapoisett, MA - (December 9, 2024) - The Town of Mattapoisett is holding a 30-day public review period for its revised aggregation plan for Mattapoisett Community Electricity Aggregation. Mattapoisett CEA is our Town's official electricity supply program, active since 2016.
The aggregation plan describes how our electricity program is structured and operated. Mattapoisett secured approval for our original aggregation plan from the Department of Public Utilities (DPU) in 2015. In July 2024, the DPU issued new rules for aggregation plans, called "Guidelines for Municipal Aggregators". The Guidelines expand local authority for cities and towns concerning the operation of their programs and increase public transparency about program operations. The revisions to our aggregation plan ensure that the plan aligns with the new Guidelines.
The revised plan will not impact Mattapoisett CEA's current electricity supply options and prices which are fixed until November 2025 through our supply contract with Constellation. No action is required by existing participants to continue receiving the current pricing.
On the program website, MassCEA.com/Mattapoisett, you can review both the revised plan and the current plan. You can also watch a short video describing the revised plan and read the DPU Guidelines. The program website has a comment form to provide written comments, or you may email "support_ma@goodenergy.com" with the subject line "Mattapoisett Plan Comments." Good Energy is the consultant that developed and manages our program on a day-to-day basis.
