Dave Capelle (left), President of the Massachusetts Highway Association, and Frank Cheverie, MHA Rodeo Chairman, (right), presented the winning trophy during the recent 28th annual New England Public Works Expo. Rochester’s winning team represented Plymouth County in the state finals.
